The Henan Provincial Department of Transportation went to Xingyang City to conduct a preliminary acceptance of Zhengzhou's off-site law enforcement pilot project for the construction of a "transportation powerhouse"
On April 8th, Ma Kuijie, Director of the Law Enforcement and Supervision Bureau of the Henan Provincial Department of Transportation, led a four-member acceptance team to conduct a preliminary inspection of the completion of the non-site enforcement pilot program for overweight vehicle control in Zhengzhou, a "Strong Transportation Nation" initiative undertaken by Xingyang City. Relevant leaders and staff from the Zhengzhou and Xingyang Municipal Transportation Bureaus and comprehensive administrative law enforcement departments participated in the pre-acceptance.
The acceptance team first visited the Yulong non-site enforcement point (Longhai West Road) on Line S315 for an on-site inspection. This enforcement point is the province's first non-site enforcement road system for overweight vehicle control. Established in 2015, the scales and camera equipment underwent a comprehensive upgrade in 2023 to meet operational needs. At the acceptance site, technicians explained the structure, specifications, and components of the non-site enforcement system, the operating principles of the dynamic truck scale, and the principles of image data collection, storage, and transmission. After reviewing the system's on-site application, the acceptance team discussed with attendees the legal and regulatory support, construction specifications, and typical cases for the technology's application.
At the Xingyang Municipal Transportation Bureau's Law Enforcement Information Monitoring Center, staff demonstrated and explained the entire process of off-site enforcement for overweight vehicles, from data collection to legal review and case handling. They also demonstrated how to effectively integrate off-site enforcement with the "Xingyuntong" mini-program to achieve rapid and efficient violation notifications. Regarding violations involving license plate violations that evade detection by off-site equipment, staff focused on demonstrating and explaining how, through the Public Security Traffic Police's cloud video system, they effectively identify and collect evidence for license plate violations such as those with no license plates or those with obscured plates, enabling targeted crackdowns on these violations. After reviewing case files related to license plate comparisons, the acceptance team highly praised Xingyang City's innovative measures to combat license plate violations and its data sharing with the public security department. Participants discussed how to improve the resolution rate of license plate-related cases.
After the pre-acceptance on-site inspection, the acceptance team held a discussion with all participants. The Xingyang Municipal Transportation Bureau reported on the development and pilot program of its non-site enforcement program for overweight and overload control, and the acceptance team evaluated the on-site inspection results. Ma Kuijie believes that overweight and overload control is not only a crucial measure for maintaining transportation safety and market stability, but must also keep pace with the times, aiming at the overall goal of building a "strong transportation nation," and vigorously promoting digitalization and informatization. Non-site enforcement should consider the long-term, long-term, and developmental perspectives, including economic development, the broader transportation environment, highway lifespan, and construction and maintenance costs. This acceptance demonstrates that Xingyang City attaches great importance to its non-site enforcement program, achieving significant results. The city has a history of early implementation, rapid progress, and extensive experience. The city has boldly explored challenges, actively coordinated through collaborative efforts, and sought breakthroughs in addressing bottlenecks. These initiatives have resulted in innovative approaches that enhance law enforcement effectiveness, such as "big data comparison" technology and the "Xingyuntong" violation alert app. These initiatives provide valuable insights and practices for promoting and developing non-site enforcement across the province, and are worthy of widespread adoption.
Law enforcement serves the people, with unwavering commitment. This special inspection is not only a comprehensive checkup of non-site overweight vehicle enforcement, but also a valuable opportunity for Zhengzhou to continue deepening traffic law enforcement reforms. It also serves as a mobilization order to elevate overweight vehicle control to a new level in the construction of a "strong transportation nation." It aims to effectively enhance the overall effectiveness of non-site overweight vehicle enforcement, ensuring high-quality economic and social development through high-quality law enforcement.
