Traffic law enforcement departments from Jiyuan and Zhengzhou held a joint discussion in Xingyang City on non-site enforcement of overweight vehicles.

On the morning of January 23, 2025, Yang Jiwei, member of the Party Leadership Group of the Jiyuan Demonstration Zone Transportation Bureau and captain of the Law Enforcement Detachment, led a delegation of seven transportation officials to Xingyang, recommended by the Zhengzhou Municipal Transportation Comprehensive Administrative Law Enforcement Detachment, for a discussion and study on non-site enforcement of overweight vehicles. Li Haichen, captain of the Zhengzhou Municipal Transportation Comprehensive Administrative Law Enforcement Detachment, and Lü Yunfei, deputy captain, along with Dong Nan, deputy director of the Xingyang Municipal Transportation Bureau, and Li Sen, captain of the Transportation Comprehensive Administrative Law Enforcement Brigade, participated in the discussion.
During the discussion, Liu Zhou, deputy captain of the Xingyang Municipal Transportation Comprehensive Administrative Law Enforcement Brigade, provided an overview of the city's non-site enforcement work, including its origins, development, historical development, advantages, operational challenges, and solutions. Lv Yunfei shared key points to consider when building a non-site enforcement system for overweight vehicles, including "standardized construction standards and inspections, high-quality construction, and guaranteed ongoing operation and maintenance." He also discussed how to improve the case closure rate in non-site enforcement cases.
Li Haichen noted that non-site enforcement for overweight vehicles remains a long and arduous task, requiring continuous search for improved methods and measures. This requires not only continuous hardware upgrades but also efforts to enhance soft capabilities such as interdepartmental collaboration, evidence preservation, information delivery, data sharing, and case handling. While cautiously and prudently navigating the path forward, bold innovation and pioneering spirit are crucial.
Yang Jiwei stated that Xingyang City leads the province and even the nation in non-site enforcement of overweight vehicles. Its pioneering work, such as the "joint traffic police processing mechanism" and "big data comparison and anti-evasion technology," has effectively addressed numerous issues encountered in non-site enforcement. The city boasts extensive practical experience and technical expertise. This exchange and learning experience in Xingyang City has been highly beneficial, providing valuable insights and guidance for the development and implementation of non-site enforcement in Jiyuan City.
Dong Nan expressed his hope that under the coordination and guidance of the Zhengzhou City detachment, a long-term communication mechanism could be established with the Jiyuan traffic law enforcement department to leverage each other's strengths and weaknesses, fostering mutual progress and achieving continuous breakthroughs in comprehensive traffic administrative law enforcement.
After the symposium, participants visited the Xingyang City Traffic Law Enforcement Information Monitoring Center and the non-site enforcement point for overweight vehicles on Longhai Road. At the monitoring center, participants observed on-site operations and experienced the data collection, classification, screening, transfer, and storage processes involved in non-site enforcement. At the off-site enforcement point for overweight vehicles on Longhai Road, technicians explained the hardware components and functions of the enforcement point and answered various questions raised on the spot.
This exchange and learning session established a strong communication bridge for Zhengzhou and Jiyuan to jointly promote off-site enforcement of overweight vehicles, taking a solid step toward building a province-wide unified strategy for technological overweight vehicle enforcement. It effectively promoted the flow of information on comprehensive transportation law enforcement within Henan Province and injected strong momentum into the effective implementation of transportation law enforcement in both locations.
